This study was commissioned as part of a series of reviews of national agreements concluded under the auspices of the Intergovernmental Agreement on the Financial Relations of the Federal State (COAG 2009). The National Accord for Skills and Labour Development (NASWD) was approved in 2009 by the Australian, Federal and Territorial Governments and updated in 2012.
